The Senate resolution calls for $3.5 trillion, including $1.08 trillion in discretionary spending. The House resolution calls for $3.55 trillion in spending, including $1.089 in discretionary spending.
The budget is a non-binding resolution passed only by Congress (not signed by the president) that outlines spending goals for the coming fiscal year. It provides the basis for appropriations targets to be developed soon by Congressional leaders.
Importantly, both resolutions include reserve funds that will allow for additional undesignated spending for transportation and infrastructure projects. This effectively gives the transportation authorizing committees more freedom with respect to funding levels outlined in a surface transportation authorization measure that will cover the next several fiscal years.
The full House and Senate are each expected to consider their respective resolutions next week before adjourning for the spring district work period on April 3.
